Pursuant to the Supreme Court judgement affirming the Appeal Court ruling in Suit No. CA/ABJ/CV/133/2024 and in the absence of an Appropriation Law, Vice Admiral (RTD.) Ibok-Ete Ekwe Ibas, CFR, Sole Administrator, has announced the cancellation of all procurement and tender processes undertaken by Ministries, Departments and Agencies (MDAs) during the period in question.
The government has ordered all ministries, departments, and agencies to refund tender fees collected from contractors for projects in their respective offices, pending approval of a spending plan by the State.
The directive, authorised by retired Vice Admiral Ibok-Ete Ekwe Ibas, the sole administrator, effectively suspends all government tender processes in Rivers State until further notice, significantly impacting contractors and businesses engaged with state projects who must await fresh guidelines once the government finalises its financial regulations.
